As regards the question of constitution, this

depends largely upon the functions of the

Commission which are finally decided upon. I

agree that it would be preferable that the

Commission should be statutory since this would

give it greater authority and serve to emphasise

its independence. There is no objection, however,

and there may well be advantages, in appointing

officials as members,

As indicated above I feel that it would be

better to defer dealing with the question which

is raised by this particular recommendation until

after the African Governors' Conference.
